Workers at major Indian ports plan to go on an indefinite strike from August 28 as their demands for wage, allowance and pension adjustments have not been met. The action is organized by the National Port Workers Coordination Committee and is expected to cause major disruptions to port operations across the country.

The Indian port industry is about to face a major crisis. The National Port Workers Coordination Committee announced that workers at major Indian ports will start an indefinite strike from August 28 to protest against the long-unresolved adjustment of wages and allowances (including pensions). The decision was finalized after a two-day meeting at the VOC Port in Tuticorin, which brought together leaders of several unions such as the All India Port and Longshoremen's Federation and the Indian Water Transport Workers Federation.

As the strike date approaches, the atmosphere of labor-management relations in major Indian ports has reached a critical point. Union leaders stressed that there has never been any substantive negotiation between the Ministry of Labor and the Federation of Trade Unions in the past five years, which is in sharp contrast to the past practice of holding meetings every three months to resolve issues. They warned that the "lazy attitude" of the Ministry of Transport has not only exacerbated the unrest among port workers, but may also cause major disruptions to port operations across the country.

The members of the National Coordination Committee unanimously decided to take industrial actions, including strikes, across the country from August 28 to force the government to face up to and address the reasonable demands of workers. And called on the government to intervene in the negotiations as soon as possible to ensure that the workers' wages and allowances are reasonably adjusted and the normal operation of the port is restored. The strike not only reflects the urgent need for wages and benefits of Indian port workers, but also highlights the increasingly tense labor-capital relations between the government and workers.

Analysts pointed out that if the government fails to take effective measures to resolve the dispute, the nationwide strike action is expected to have a significant impact on the operation of Indian ports, disrupt the flow of import and export goods and affect the overall economy. Logistics giants have also issued warnings that the upcoming strike may seriously disrupt cargo transportation, causing delays, increased costs and congestion.

The workers' dissatisfaction stems from the fact that the last wage agreement expired on December 31, 2021, but no new adjustment plan has been received so far. Although the Ministry of Shipping established the Bilateral Wage Negotiation Committee (BWNC) in March 2021, the two sides have failed to reach an agreement after 31 months and 7 meetings of lengthy negotiations. Union leaders accused the Ministry of Shipping of "illogical and illegal guidelines" that seriously hindered the negotiation process, which was very different from previous solutions.

The core demands of the strike include revising wage standards, assembling benefits, protecting existing benefits, implementing previous solutions, canceling allowances (DA), and paying arrears. It is particularly noteworthy that the workers also strongly demanded that pension benefits effective from January 2022 be guaranteed, as the validity period of the previous solution has ended.

In addition, the unions are also dissatisfied with the delayed payment of productivity-linked rewards (PLR). This reward is usually paid during the annual festival, but the bonus payment has been delayed due to the failure of the Ministry of Shipping to approve the statutory settlement under the new Major Port Authorities Act of 2021. The union believes that this delay has further exacerbated the workers' dissatisfaction.

In the face of the upcoming wave of strikes, the Indian government and relevant departments need to act quickly and conduct sincere dialogue and consultation with the unions to seek a solution acceptable to both parties. Only in this way can the stable operation of Indian ports and the sustainable development of the economy be ensured.
