The Russian Ministry of Defense released news on its website on the 13th that at about 6:40 Moscow time on the same day, the patrol ship "Vasily Bekov" of the Russian Black Sea Fleet found a Palauan-flagged cargo ship in the southwestern waters of the Black Sea, which was heading to the port of Izmail, Ukraine.
The Russian Defense Ministry said that Russia asked the cargo ship to stop to check whether it was transporting contraband, and the captain of the cargo ship did not respond, so Russian soldiers used automatic weapons to fire warning the cargo ship, forcing it to stop.

After warning fire, the cargo ship finally obediently stopped and accepted the boarding inspection of Russian servicemen. According to reports, Russian inspectors boarded the cargo ship Sukru Okan in a Ka-29 helicopter. It was confirmed that the material on board the vessel was not military materiel, but rather commodities of a non-sensitive nature.
After confirming that the contents of the cargo matched its claims, the Russian military allowed it to go, and the ship continued to the port of Izmail.
The Russian Ministry of Defense issued a statement on July 19, saying that in view of the lapse of the agreement on the export of agricultural products from Black Sea ports and the closure of maritime humanitarian corridors, from 0:00 Moscow time on July 20, Russia will treat all ships passing through Black Sea waters to Ukrainian ports as potential military cargo carriers.
The Russian Ministry of Defense has also declared some waters in the northwest and southeast of the international waters of the Black Sea as temporary navigation warning zone.
